I don't see the tower opponents having SOME REASONABLE runes as a problem... but it kind of sucks to make things harder for zero reward.
Implementing a boss-tower mode would be a nice and welcome change. Basically after tower level 12, you can continue the Boss Floors at 13, each one giving additional rewards up to floor 20.
That seems fairly easy to implement, unless they cannot change the stats of 13-20 without changing 1 thru 12.
