Can DB techs create a 'Guild Bank'?

To promote guild unity and involvement a Guild Bank could be an awesome tool.

A Guild Bank would be used for improvement of Guild mates of a lower level than the donating member.
For example, a Guild Mate needs an Evo to ascend a hero.
As a higher level mate you would be able to give an Evo to their hero Once per day. This downward improvement of guildmates would lead to a spike in involvement and dedication.

    People could easily manipulate this by creating guilds with like 10 lvl 70s that allow lvl 10s to join and donate useless evos. It could be better by adding something a guild contribution system, like each member could donate a certain amount of gold to their guild. There would be milestones when a certain amount of gold is given as a total from all members. Such as an astral evo when reaching a total of 12,500,000 total gold or whatever
