Yes, my win streak is stuck at 0 as well. I've won 20+ PVPs in a row last night and this morning and it never gets raised above 0. It appears to be related to the Grand Tourney event, since that is exactly when the issue started.
I just found out in another thread that this is intentional behavior with the tournament going on. It would have been great if it had been mentioned somewhere, as I thought it was a bug as well.
