Can I purchase Brom's Epic + level 3 materials without having him ascended?

I have 100+ tokens for Brom, but I want to unlock him from the portal first to upgrade to 4-star right after. Did they change this?
Also, I don't have enough celestial evos for both ascensions. If I can have his Epic ready for after all that I'd buy it, but I'm worried the materials and items will just fall off. Basically can I buy an epic for a hero I don't have yet, and keep it in storage?

If you buy epic materials, they will be saved in your inventory for when the epic is craftable.
